Global Police Standards (GPS) is an academic endeavor of Listrom and Associates. The premises of GPS is that the distinctions between Authoritarian Policing and Representative (Democratic) Policing, once identified, become the Desired Outcomes of future state-building Police Missions. Global Police Standards (Objectives) are designed to ensure realization of the Desired Outcomes, and Initiatives prepared to achieve the Standards (Objectives). Metrics are created to measure the outputs of host country policing to ensure that the Desired Outcomes are being met. This Strategic Plan provides a clear path towards Mission success. Specifically, there have been 7 Desired Outcomes, 52 Global Police Standards, 189 Initiatives, and 268 Metrics developed in the plan.
